What a Romanian land register excerpt contains and how to read it

Updated 30 October 2026

A Romanian land register excerpt (extras de carte funciară) reproduces what is recorded in the property's land register on the date it is issued. It has three parts, each with a clear purpose — once you know what each one covers, you can read it in a few minutes. The document is in Romanian, so the Romanian headings are given below.

The header

At the top you find the land register (CF) number, the locality, the land registry office that keeps it, and the number and date of the request the excerpt was issued for. The date matters: the excerpt shows the situation at that moment.

Part I — The property (Partea I. Descrierea imobilului)

  • the cadastral number (and, where relevant, the old topographic number);
  • the address, if one is registered;
  • the land area, as measured and/or as stated in the deeds;
  • the land use category (built-up land, arable, pasture, etc.) and, for land outside the built-up area, the field block and plot;
  • the buildings recorded on the land, with their built area.

For a flat, Part I describes the individual unit: floor, flat number, usable area and its share of the common parts and the land.

Part II — The owners (Partea II. Proprietari și acte)

This part lists who holds the ownership right: the names, each owner's share (for example 1/1 or 1/2), the deed by which they acquired it (contract, certificate of inheritance, court ruling) and the registry decision that recorded it.

Part III — Charges (Partea III. Sarcini)

This is the part to read most carefully before any transaction. It lists other people's rights over the property and any restrictions:

  • mortgages (ipotecă) — usually in favour of a bank that granted a loan;
  • prohibitions on sale and encumbrance (interdicție de înstrăinare și grevare) — the property can't be sold or mortgaged without the beneficiary's consent;
  • easements (servitute) — for example a neighbour's right of way;
  • seizures and enforcement (sechestru, urmărire silită) — by bailiffs or tax authorities;
  • pending litigation (notare litigiu) — there is a court case about the property;
  • usufruct, use, habitation or building rights.

If Part III says „NU SUNT” (none) or has no entries, no charges were recorded on the date of the excerpt.

What the excerpt does not show

  • unpaid property taxes or service charges;
  • buildings that exist but were never recorded in the land register;
  • planning status (that needs an urban planning certificate).
To see all this for a specific property, order the excerpt online. For a checklist before buying, see how to check a property before buying it.

Frequently asked questions

Where does a Romanian land register excerpt show a mortgage?
In Part III (Sarcini — charges). Mortgages, prohibitions, seizures, easements and recorded litigation all appear there.
Does the excerpt show who owns the property?
Yes, in Part II: the owners' names, each owner's share and the deed by which they acquired the property.
Does the excerpt show the owner's debts?
No. It only shows charges recorded against the property (mortgages, seizures, etc.). Unpaid local taxes are checked with a tax certificate from the town hall.
